The message you are getting, “IPS SENSOR TRIGGERED”, indicates some sort of firewall is setup. Since this is happening with all your devices, it may be configured on your modem/router (Arris Touchstone Data Gateway) unless you have some other hardware firewall or router connected to your network. The error seems to be specific to a FortiGate or Cisco firewall.
If you just have the modem/router provided by your ISP, I would recommend reaching out to them for assistance.
Are you using a VPN? That can also cause an issue with certain sites. In that case try connecting without the VPN. If the issue does not persist, contact your VPN provider and let them know your banks website is not working through the service.
