I’m wondering… Why do you want to remove the Notes app?
It does not take any space. If you goal is to create more space on your iPad, remove any videos and photos you have stored on it.
But if you want to remove it, in the Notes app on your iPad, choose Notes > Accounts.
Select the account, then click the Remove button.
When you remove an account, the account’s notes are deleted and no longer available on that iPad. Copies of the notes remain in your iCloud account and any other devices you had already set up.
