This might explain why this phone is unable to install IOS 14, you should try wiping your phone after making a backup with your computer or using iCloud.
After you phone has been wiped I would then try to update it to IOS 14, if the issue persists then there is a problem with the hardware and you will want to take it in to an Apple store for support.
