I found something to try in the Dell support forums.

Try holding the power button for about 20-25 seconds with the charger unplugged. Keep holding even when it turns on. If it’s out of warranty you can also try this with the battery disconnected.

Another trick you can do is fully turn off the laptop, then hold down the Fn key (in the bottom left of your keyboard) and then turn the laptop on while you keep holding down Fn. That’s supposed to bring up pre-boot diagnostics.
