I was able to find a Komando.com article about this: https://www.komando.com/happening-now/555926/permanently-delete-sensitive-data-before-donating-or-selling-old-gadgets

In the article it recommends using Eraser or Blank and Secure.

If your plan is for the computer to leave your possession (even to another family member), a relatively safe approach is to purchase a replacement hard drive, swap the new hard drive for the current hard drive, and install a fresh OS from your install disks (not your back ups since they will include your personal information). Drill through the old disk drive in a number of places with a power drill, break external contacts with a pliers or hammer, and pour epoxy into the holes and over the broken contacts. You can also drop the old drive into a bucket of water after the epoxy hardens as a final step.

You could always use the windows 10 media creation tool to create a new USB install for Windows 10.
You can follow these directions and click on “Use installation media to restore or reset your pc” and follow the reset portion of the write up.

Purchase a 250 or 500 gigabyte solid state drive and replace your old drive. Use your old drive to keep a copy of your data or wipe it with bleach bit software if you would like to reuse the drive for future backups.
