add a line on smartphone and new email
I want a new line to conduct business and a new email to go with. I don’t mind if it’s not free. Please recommend services thanks!

If you need an actual mobile number, then you will need a dual sim phone most likely. If you just need a number for calls and texts, you can get a Google Voice number which is VOIP. Just make sure to read their TOS as the free GV numbers have some limitations on mass texting which you would need the pay version for.
Do you need a business email domain with different aliases or just one email for a very small business?

You could configure a new Google email address and utilize Google Voice, they will allow you to pick a phone number from most area codes, and this line will be registered to your new email address.
