Downloaded items
In my Downloaded file there are programs that I have installed (.exe files) and other files. Can I delete these files? Any that I shouldn’t delete? Thanks

Those are generally safe to delete as you have downloaded them, meaning they are likely still available from where you downloaded them from originally should you need them again.
