George, do you have any usb devices plugged in to the laptop like thumb drives or external hard drives, If so unplug them and try to reboot. If it still gives the error try rebooting a few more times and you should get recovery options. Try startup repair and let us know. Just to clarify is this a Packard Bell laptop or a HP laptop? If it is HP you can check warranty status here
You should definitely take advantage of the warranty support, alternatively, if you have an extra USB drive and another computer to build the USB installer you can click here for a tutorial on getting windows re-installed.
