You can try using Winaero Tweaker, which is a 3rd party application that gives you the ability to customize the font size for icons which will reflect the font size in Windows Explorer.
I have used this and similar applications in the past to help with visually impaired users, let us know how it goes.
Please keep in mind you will need to sign out of your user profile and log back in or simply reboot your computer after making the changes for them to reflect.
