I would like to confirm you are not using any parental controls and I would also like to check to see what DNS you are currently using.
From your Windows computer do the following: win key + r > type cmd hit enter > type ipconfig /all hit enter, you will get a list of IP addresses please let me know what it says under “DNS Servers”
