I recently started getting question marks using Chrome for Icons that normally are down arrows, next, play, etc.
At first, I thought it was the ExpressVPN, but had a chat system with one of their CS reps and we confirmed it is not ExpressVPN.
When I log into a “Cognito” session things show up like they are supposed to.
ExpressVPN thought it might be a setting for Chrome. I have looked at every one of the settings and Extensions and cannot find anything that is making this happen.

What a hassle. This is likely an encoding issue but Chrome is supposed to fix these automatically.
Rather than hunt around, dump the cache, wonder if it’s an extension issue and which one is acting up, etc. I would first try to update everything.
If that doesn’t work, remove Chrome and reinstall it. :/
