I discovered that the Norton VPN didn’t work on the HP desktop with Windows 10 or on the Samsung phone. I did get a refund and will get Express VPN at a later date. Not sure if Cox Communications blocked the Norton VPN on the desktop or T-Mobile(with McAfee Security) blocked the VPN on the Samsung Galaxy A6.
