For security reasons, providers are pretty strict about their account recovery procedures. This is why it is important to always have up to date backup contact information on your account, like a current phone number or alternate email. Typically phone support is not available for free email services such as Outlook, Yahoo, Gmail, etc.
You can try to submit a recovery form for the account using the steps here:

Unfortunately, if you had two-step verification enabled this form can not be used. The only way to access an account that had two-step verification is by completing that second step. If you had this enabled and no longer have the phone or email tied to the verification, you may try to see if you can get the phone number or email back.
